Recipient Map USA

Unusual patterns

735 counties where the FY2025 grant numbers stand out. A flag means a place is worth a closer look. It is not evidence of fraud, waste or misuse; most flags have ordinary explanations, such as a state agency, university or hospital based in the county, or a one-time project.

What each flag means

  • One recipient dominates One organization other than a state agency received at least 80% of a county's grants, in counties with $10M or more.
  • High per person Grants per person are at least 5× the typical county of similar population, in counties with $5M or more. Counties are grouped into ten population bands. State agencies are left out of this test because they pass most of their money on to the rest of the state.
  • Big increase Grants at least doubled since FY2024, to $5M or more.
  • Big drop Grants fell by half or more from at least $5M in FY2024.

735 counties, largest first. Seats of state government are listed last because state offices likely explain their numbers.
